Part 2: The Glendale Az PD Officer: Joshua Carroll resigned August 31, 2019. Released body cam video showing officer Joshua Carroll using a stun gun on a man, and hitting him on the head with it, the incident happened June 13, 2019. This officer literally assaulted, and torture this poor man that is mentality disabled. The man has apparently done nothing but be asleep waiting for his friend. He had absolutely no reason to use force against this man who has not committed a crime. Why is this officer not charged with that crime?
