That is because of dollar signs and filling the state coffers was not achieved by having a Medical Marijuana Program that is failing, BIG TIME. So now, after establishing the WORST Medical Cannabis Program in the United States back in 2014 when it was passed into law. It took until 2016 for dispensaries to open and as of the end of 2018 less than 60K residents held a medical marijuana card. With 2 years of having a false medical program in place, New York has yet to address major issues like limited access, high costs and truly lack of transparency with how plants are grown, types of plants used or processing methods and ingredients.
