Upon arriving in Moussa, the perspective shifts over to Apollon's, who is informed that the ZEUS B-Team (Hongo, Kamille, Taro, and Hayata) is still in Zabi while the main team still remains at large. Meanwhile, the Aide informs Apollon that M'Quve is not only still active, but abusing his position. Unfortunately, Apollon won't do anything about this because he's running out of time. Talking to the citizens of Moussa will reveal varying opinions of living under Apollon. Talking to a specific nurse on the second floor of the hospital in Moussa will have her appear as a healing station in the final dungeon. Talking to a specific girl in Moussa will cause her to mistrust ZEUS, but if the player talks to the resistance fighter, her brother, in A Baoa Qu, she'll then give ZEUS the GaGa Armlet from Kamen Rider Amazon. Afterwards, ZEUS heads for the final dungeon - the Helios Stronghold. The Stronghold is suspiciously devoid of encounters, and going to the top door (the bottom door is a shortcut out of the dungeon), ZEUS will discover that Kai's key no longer works for this door. By chance, ZEUS overhears that M'Quve not only has a key that works, but is also heading to the nearby lab to get his Rafflesia. Heading to the lab south of Moussa, ZEUS runs into Shu Shirakawa again, who offers his assistance, honoring his debt to Amuro for helping him. Though Amuro vouches for him, the team feels uneasy having him join. Together, the four handily defeat M'Quve - however, M'Quve fires an explosive directly at them after his defeat. Shu retaliates by inflicting a mental attack on M'Quve which makes M'Quve willingly hand the key over, and with that considers his debt repaid as he departs. Unsure of what to make of Shu, ZEUS prepares for the final assault on the Helios Stronghold...
