First, I made the textures, then I made the models, then I changed the default render driver to a legacy Direct3D one so the textures at a lower resolution, looked the way they should as newer renderers automatically smooth them out, destroying the PlayStation retro like look. Basically, the textures are designed per pixel/polygon so that each one can be positioned on a texture sheet/trim sheet properly, but in a sense that most textures would be square in nature and only repeated on the mesh as needed allowing for a small trim/texture sheet and file size. Textures were dropped down to 128x128, then after being textured and layered to my liking, it was then exported using a export to web legacy option, then turned into a PNG-8, at 32 bits for color/palette, and the dithering set to pattern. I also turned off texture "Filtering" within the material properties in 3DS Max, and set it to "None". This helped bring out more sharpness and detail in the viewports so I could see how the materials looked. This way, the textures themselves look like they did on mainly, later PlayStation games that had more detail such as resident evil gun survivor, metal gear solid, smackdown, and others.
