Because he goes from grumpy to 'omg she's kissing me' so fast! until she begins kissing him again and then he pretends annoyance I JUST CANT OK!?! Like I said, maybe is Jim's acting choices or his own personality slipping through! but there are brief moments in which he looks at Penny differently, like he might actually like her and he blushes and says nothing and I DIE EACH TIMEEE! so anyways enough rambling tehe.
