Contractors in charge of the actual construction have cited a 5-15 percent cost increase across the project's three construction packages. These claims were filed to the Mumbai Metropolitan Region Development Authority (MMRDA), citing design revisions and additional components, as well as delays caused by the Covid-19 lockdowns. “The MTHL project management consultant is evaluating the merits of the contractors' proposals, and we will decide whether to allow the cost increase based on that,” a state government official who did not want to be identified told ThePrint. “According to the rules, if the cost escalation claims are less than 20% of the contract value, the MMRDA Commissioner (SVR Srinivas) can make a decision without consulting the development authority's executive committee or the state government,” the official added. The issue was previously discussed at the MMRDA's executive committee meeting earlier this month, which was chaired by Chief Secretary Sitaram Kunte. The MTHL, which is now under development, will run across 22 kilometres across Mumbai Harbour, linking Sewri in south Mumbai to Nhava Sheva on the mainland. The link, which has been in the works since 2018, will serve as a vital link to the projected Navi Mumbai International Airport. Cost escalations claims of 5-15% The MTHL is expected to cost Rs 17,843 crore in total, with Rs 14,262 crore spent on construction across the three packages. The entire cost also includes land purchase charges, consulting fees, administrative costs, and taxes, among other things. The project is being implemented by the MMRDA with funding from the Japan International Cooperation Agency (JICA). The project is scheduled to be completed by September 2022, according to the current date, although officials say there could be a delay. “Due to the position of subterranean utilities differing from what was presented during the preliminary work, several design revisions were required. A few more barges have been added to the project as well. Furthermore, the pandemic and lockdown caused some delays in the work,” according to a senior MMRDA official. Three packages have been planned for the project's development. The issue was previously discussed at the MMRDA's executive committee meeting earlier this month, which was chaired by Chief Secretary Sitaram Kunte.
