Then stay in the southwest corner and kill soldier to level up. Can easily check level of your weapon and profeciency in menu. You should be able to max out at least one characters weapon. Use triple attack whenever u can to earn gems. MAKE SURE to help officers that are in need of assistance, and use interim save so you dont waste any time in case you fail quest.
