Jeden z wysoko postawionych dygnitarzy Radzieckich, generał Marenkov, po odkryciu planów związanych z produkcją broni biologicznej decyduje się przejść na stronę Zachodu. CIA wysyła swojego agenta Harry'ego Wargrave'a aby pomógł sprowadzić Malenkova. Decydują oni także, aby Malenkov przejechał przez europę pociągiem o nazwie "Atlantic Express", tak aby wyłapać po drodze szpiegów ZSRR nasłanych na Marenkova. Tymczasem podczas podróży dochodzi do ataku terrorystycznego oraz lawiny. A za wszystkim stoi Nikolai Bunin, radziecki łowca szpiegów...
