Webster Griffin Tarpley explains the basic human operational structure of a false flag terrorist operation. This always involves rogue elements or factions in national security nexuses or in the corporate world, and it’s a world of compartmentalized people: specialists, double agents, controllers, mercenaries, patsies and scapegoats (who tend to be mentally incompetent, gullible ideological extremists), hit men for clean-up operations, and so on and so forth. A false flag terror operation, or staged terror operation is, of course, a terrorist operation that is carried out by a given party, in such a way as to make it look like it was committed by a third party – this third party is thus scapegoated for the incident. The purpose behind this action may be just that, to incriminate and malign the third party, or it may be to capitalize on the terrorist incident in some other way or form (e.g. using it to justify a given policy). The phrase “false flag” is taken from the old naval practice of flying the colors of an adversary power while carrying out attacks and sorties on vessels. The false flag that was thus flown would induce eye witnesses to believe, and testify, that the attack had been run by that other power, and this would then allow for this or that geopolitical game.
