On ground, Alan and Ned are worried because many of their families are trapped in the upper floor of the hotel. Lucky says the wind has been giving them problems and the helicopter can't land yet to evacuate.The people in the versaille room of the Port Charles Hotel start to panic when the helicopter arrives and they want to get on it quickly but problem is, there is only seven seats available,so Luke takes a gun and shoots it in the air and tells everybody that life is a gamble and this moment proves it and he makes everybody go through a lottery system where they draw numbers to get a seat on the helicopter when it picks up more people each time.The younger and injured ones go first.
