Dank Klara Blum gelingt es gerade noch rechtzeitig, das halberfrorene Baby von Vanessa zu finden. Die Ermittlungen führen rasch in eine Obdachlosenbaracke am Bodensee, euphemistisch "Côte d'Azur" genannt. Hier treffen sie neben Urs, Lucky, Bill und Franzi auch Hagen Bötzow. Ex-Kommissar, der nach seiner Entlassung aus dem Dienst abgerutscht ist.
