WARNING: THREAT TO LIFE - Victoria Australia... Emergency services and the Bureau of Meteorology issue severe weather warnings for all of Victoria as the state prepares for what could be the state's most significant rain event in more than 20 years. Until the rain falls, it is not clear which areas will be worst affected. However suburbs adjoining the Yarra, such as Alphington, Richmond, and Cremorne, are among those that could be inundated if waters begin to rise, according to flood maps provided to the State Emergency Service. "The ground will be soaked after the first night, there will be a lot of flash flooding, the second night, the real worry turns to rivers," said Bureau of Meteorology senior forecaster Scott Williams. There are two types of flooding; flash flooding and river flooding. Flash flooding could hit low-lying or flat suburbs such as Southbank, Kensington and Fairfield as the deluge happens, while areas with poor drainage will also struggle to deal with the huge amount of water. River flooding would come later as waterways swell when the rain moves from the catchments. Merri Creek, which flows through the northern suburbs into the Yarra, could rise in a number of hotspots, including Brunswick East, Coburg and Fawkner. Elizabeth Street, the CBD's lowest point, is the most at risk of being inundated in the city. It sits on what used to be a creek and also has a stormwater drain which releases water into the Yarra. A high tide in Port Phillip Bay is expected to make flooding worse. The street famously turned into a gushing torrent of water when huge storms hit the city in 1972. Along the Maribyrnong, parts of Avondale Heights, Essendon and Footscray could be affected if the river rises. North-east Victoria is expected to cop the heaviest of the downpours, with more than 300 millimetres predicted in some areas. Waterways in the area, including the Ovens and King Rivers and the Upper Murray and Mitta Mitta Rivers, are all at risk of flooding, according to the Bureau of Meteorology. Elma Kazazic​, the Bureau of Meteorology's national flood services manager for Victoria and Tasmania, said that it was hard to pinpoint exactly which places would flood before the rain began to fall. She said catchments were quite dry in many areas, which would lessen some of the impact of potential flooding. "The story would be much bleaker if we were looking at wet catchments and then a dumping of rain," she said. On Thursday, the Bureau of Meteorology issued a flood warning for all major rivers in Victoria, including the Maribyrnong and Yarra Rivers. Outside of Melbourne, the Murray River, Campaspe River and Goulburn River are also under a flood watch.
