Tsunami going upstream on former Kitakami River, Ishinomaki city (Footage provided by Tohoku Regional Development Bureau) The Japanese text is followed by an English translation. 宮城・石巻市の旧北上川河口から約1.5km上流、住吉公園付近に設置された情報カメラが捉えた津波の映像。 (※この映像には、音声が入っておりません) 地震発生から約20分後の午後3時すぎ、旧北上川にある中州(中瀬地区)も、その両岸に架かる内海橋も、まだ普段と変わらないたたずまいを見せている。中瀬(なかぜ)のランドマークである「石ノ森萬画館」の白いドーム状の屋根も見える。 午後3時45分ごろから、状況は急変する。 いわかに水位が上昇し、内海橋の橋桁の間を、みるみるうちに川の水が埋めていく。わずか30秒後には、住吉公園前の遊歩道に水があふれ、あっという間に付近一帯が冠水する。 1分後には、内海橋の橋床まで水かさが増し、ついに橋脚も見えなくなり、川岸の湊地区(八幡町2丁目付近)や中瀬地区に立ち並ぶ、全ての建物・家屋が、いやおうなく激流にさらされる。波の勢いも激しくなり、多くの浮遊物やがれきが濁流とともに、次々に川を遡上(そじょう)し、押し寄せてくる。 波が橋の高さを超え、もはや判別のできなくなった内海橋の付近で、浮遊物が衝突したり、激しく白波が立ったりする光景も映し出される。 午後3時49分すぎ、波が襲ったためか、カメラが故障し映像は止まる。 Footage: Capture of tsunami by a monitoring camera set up near Sumiyoshi park, 1.5km upstream from former Kitakami river estuary of Ishinomaki city, Miyagi prefecture. (*There is no sound for this footage) 20 minutes after the earthquake occurred at past 3 p.m., the sandbank in former Kitakami river (Nakaze area) and a bridge in inland sea crossing over both banks stand still, as in their usual state. One can see the white dome rooftop of "Ishinomaki Mangattan Museum", which is the landmark of Nakase. From 3:45 p.m., circumstances undergo a sudden change. Water levels instantly soar and river water rises up between the bridge girders of Utsumibashi bridge. In a mere 30 seconds, water overflows to the promenade in front of Sumiyoshi park. In a flash, the surrounding area is flooded. A minute later, the water volume rises to the bridge floor of Utsumibashi bridge and at last its pier can no longer be seen. Every home and building running along Nakaze area or Minato district on the riverbank (around Hachimancho 2-chome) are inevitably exposed to the rapid currents. Wave currents gain higher intensity, turbid waters carrying along innumerable floating objects and debris up the river one after another. Finally, the waves climb over the height of the bridge and floating objects crash against each other while white crested waves foam up near Utsumibashi bridge, that is no longer distinguishable. At past 3:49 p.m., the camera breaks down and recording is terminated perhaps due to a striking wave.
