It's not something that can be target farmed, and it is a very rare item. However, you can source one through (extremely lucky) use of a Chance Orb. You can scale this item into the stratosphere in a trade league with Heist enchants and the expensive prophecy Trash to Treasure. "Simply" trade for a Prophecy Wand that's been looted already possessing an enchant such as "Caster mods have 15% increased effect, (this item has a drawback)", use Conqueror Exalts and possibly an Awakener Orb if desired to add influences (mostly for vanity but also Eternity Shroud shenanigans) and then scour/chance or Trash to Treasure it into a higher-statted Void Battery. Divine to perfection, and you have a masterpiece.
